The U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) is the U.S. Government initiative to help save the lives of those suffering from HIV/AIDS around the world. This historic commitment is the largest by any nation to combat a single disease internationally, and PEPFAR investments also help alleviate suffering from other diseases across the global health spectrum. Initiatives such as PEPFAR were established as a decisive response to massive healthcare inequities within resource poor countries. Their intent is to strengthen existing health systems and evolve and nurture health systems where they do not exist, in environments that are often deficient of health infrastructure.

Through the PEPFAR initiative, the Office of the U.S. Global AIDS Coordinator (OGAC), in conjunction with U.S. Government(USG) implementing agencies, is launching a new Health Informatics Initiative (HI2). This initiative is being structured as a public-private partnership (PPP) to leverage its collective experiences and relationships with key partners. The three key objectives are:
1) Support country reference implementations, which should be planned around country priorities, re-use of field-proven practices and documented for repeatability where appropriate.
2) Evolve a health enterprise architectural framework (HEAF), to provide countries with a general health information technology architectural approach alongside a series of interchangeable “building-blocks” for developing countries. Click here to access the HEAF Project website.
3) Advance country ownership and leadership of health information systems (HIS) by implementing a platform of adaptive technical assistance approaches that build capacity, supports locally coordinated planning and implementation activities, and improves sustainability of HIS deployment and support.
