Jembi Health Systems (JHS), a non-profit company and NGO, based in Cape Town, South Africa with a company and office in Kigali Rwanda, that strengthens health systems in low resource settings through the analysis, design, development and implementation of innovative health information systems. Jembi Health Systems provides an organizational home and umbrella coordinating mechanism for related projects in Africa involving health informatics, capacity development and health information systems development, implementation and support.
The Rwandan Ministry of Health (MOH) and Jembi wish to partner for the implementation of the Rwanda Health Enterprise Architecture (RHEA) project. The purpose of this partnership is to develop and implement a Health Enterprise Architecture for MOH. The first phase of RHEA is funded by the Health Informatics for Public Private Partnership.
Job Summary:
As an Health Systems Expert in Jembi’s Rwanda office you will be involved in managing the development and implementation of hospital systems in health care facilities for clinicians and patients so as to improve the work-flow of patient care. Within this context your experience in Health Systems will come to play in the overall designing and consulting that Jembi provides to our projects in Rwanda. This role includes an aspect of project management with the Health Systems Expert contributing towards, and often, managing the development and implementation of Clinical Information systems specific to project objectives to make the project successful, as well as setting a timeline to complete the project.
Workplace (Place of Work):
Jembi’s office in Kigali, Rwanda, with possible travel to South Africa and travel to field sites in Rwanda.
Key Responsibilities:
In compliance with JHS standards, the Health Systems Expert will be required to perform the following functions:
• Responsible for overall planning, development, and implementation of health care management systems particularly to address the clinical needs of patients.
• Serves as an interface with the medical staff and systems developers for the purpose of insuring coordination in systems development and implementation between the Clinical System and appropriate external systems.
• In collaboration with the hospital administration, identify the needs of the Clinical System for training in the area of computer skills and competencies in the use of electronic tools for patient care, quality management, utilization management and performance improvement initiatives.
• Conducts ongoing technology assessment of existing medical information systems and potential external systems for the purpose of integration or collaborations.
• Responsible for systems implementation and timelines.
Qualifications and Work experience:
To successfully fulfill this role you will need the following qualifications and work experience:
• Medical Doctor level education required. It is desirable to have a strong training in Health informatics or e-Health; A Masters level degree / education
• 3 years or more of extensive managerial experience in the use of clinical information programs. In depth knowledge and experience in computer use in hospitals.
• Good Kinyarwanda, French and English communication skills – reading, writing and speaking.
• Well-developed relationship management skills with a strong analytical aptitude and excellent attention to detail;
