Product Manager / Systems Analyst Mozambique
Position: Product Manager/Systems Analyst, mOASIS
Location: Maputo – Mozambique
Program: Jembi Health Systems Mozambique
Project: SIS-M&A (Health Information Systems – Monitoring and Evaluation)
Duration: Fixed term contract
Start: As soon as possible
Place of Work:
Maputo – MOASIS (Mozambican Open Architectures, Standards and Information Systems) and MISAU-DIS (Ministry of Health – Department of Information Systems) offices with short work trips within Mozambique and abroad.
Key Responsibilities and Duties:
• Manage the SIS-M&A project;
• Prepare detailed application requirements;
• Provide technical support at all stages of the tender process to select the company that will develop the application;
Provide technical support at all stages of development;
• Ensure the transfer of historical data, choice of data dictionaries, as well as the application of different standards;
• Participate in deployment operations;
• Ensure integration of all subsystems, interoperability and assimilation into the national SIS architecture;
• Develop and implement the maintenance plan and support;
• Define the security policy for the entire system;
• Carry out the training according to the training plan and ensure the availability of materials for courses;
• Perform other functions according to the needs of the Project and MOASIS.
Qualifications and Work Experience:
To successfully fulfil this role you will need the following qualifications and work experience:
(a) REQUIRED:
• Minimum of 2 years of proven experience as team leader in development projects of informatics products;
• Minimum of 3 years experience as Software Product Manager and as System Analyst;
• Proven ability to prepare project management, technical and operational documents and manuals for the system and users;
• Proven experience in deployment, management and optimization of database and related infrastructure;
• Training in information technology;
• Excellent written and oral communication;
• Fluent in Portuguese and English.
(b) PREFERRED:
• Master in Computer Science, IT Project Management, Information Systems, Health Informatics or related fields;
• Experience using the Atlassian tool;
• Ability to work in a competitive and high pressure environment;
• Experience in development, adjustment and implementation of information systems for collection, analysis and use of data, as well as for production of important and routine reports;
• Ability to ensure that software licenses from existing and to-be adopted components by the project are favourable for the adoption of software in Mozambique;
• Experience in software security;
• Experience in organizing, implementing and leading technical staff training;
• Ability to work in partnership with several organizations including International Donors, NGOs, private and public sectors at Provincial and Central levels.
