The HIS Specialist Consultant plays a key in country role. The consultant not only represents Jembi in key client meetings and events but also plays the role of a senior business analyst in Malawi. The consultant works closely with the Jembi management team and the product owner to analyse and design solutions for digital health projects and contributes to system design and functional specification deliverables.

The consultant must be an expert in the Malawian public healthcare domain as well as having strong relationships within the ministry and at facility level. The consultant works with the client and management teams in order to prioritize deliverables and negotiate on product functionalities. The consultant understands the software development processes – SDLC – and is very analytical with problem-solving skills to help identify, communicate and resolve issues.

The consultant has a deep knowledge of the current EMR systems in Malawi. This role has a very strong focus on hospital information system blueprint for Malawi and therefore requires a person with extensive knowledge and experience in developing user requirements, full functional specifications and system integration. All documentation produced must use recognised standards and tools.

Required skills & experience
  • 10 years or more proven work experience as a business analyst, product owner or related.

  • 5 years or more proven work experience as in healthcare informatics

  • Degree or recognised qualification in Informatics, Systems Analysis or public health.

  • Experience with agile software development methodologies

  • Experience working in the public health sector

  • Excellent communication skills (written and verbal)

  • Demonstrated analytical skills 

  • Strong problem solving skills

  • Strong background in digital health and/or mobile technologies

  • Ability to work on multiple projects in parallel

  • Ability to work in dynamic environments

  • Ability to manage conflicting priorities

  • Excellent facilitation skills

  • Manage the deliverables for multiple agile projects.

  • Strong relationships within the ministry and at facility level

Beneficial skills & experience

  • Works closely with Malawi’s Ministry of Health staff and the Jembi project team to develop the Integrated hospital information blueprint system for Malawi.

  • Understands the problem domain, elicits requirements and captures business needs 

  • Carries out in country site visits to elicit and validate requirements from the different ministry departments at district and national level

  • Develops EMR assessment and adoption templates

  • Clearly articulates and documents functional specifications for a hospital information system

  • Obtains key inputs from the technical teams to identify solution interdependencies

  • Documents solution design including solution architecture, data models, context diagrams, sequence diagrams and integration specifications.

  • Identifies options for potential solutions and assessing them for both technical and business suitability

  • Organises and facilitates key stakeholder requirements workshops.

  • Manages key signoff milestones for documentation within the ministry

  • Manages ongoing relationship with business partners and clients

  • Develops management and client project progress reports

  • Contacts and arranges site visit or ministry meetings with key stakeholders.

  • Contacts and arranges meetings and visits with key EMR vendors.

  • Manages logistics for in country visits from the South African team as well as workshops

Other Attributes:
  • Ability to liaise both with stakeholders and with technical team and implementers

  • Availability to travel both within Malawi and other countries
