Mozambique (MOASIS)

Executive Summary

Mozambican Open Architecture Standards and Information Systems (MOASIS) is one of Jembi’s largest country programmes with more than twenty active projects and offices and a living lab in Maputo. MOASIS has a strong country presence and partners with the Universidade Eduardo Mondlane (UEM) and the national Ministry of Health to strengthen local capacity in the areas of health information systems (HIS) and eHealth, which involves the public, private and academic sectors.  The Mozambican Open Architectures, Standards and Information Systems (MOASIS) is renowned for leading innovative projects with the aim of improving and providing more efficient health care to the populace of Mozambique.  Recent innovative projects has been the SIS-Compact StationmICD 10 (mobile application) and uData Capture Device.

Program Objectives

  • Strengthening local capabilities in the area of HIS/e-Health involving the public, private and research sectors.
  • Reference and Link between the MOH and its current and potential partners.
  • Responding to the challenges of implementing ICT in health serving as the link between the MOH and partners



Vital Statistics (VS)

The project is aimed at creating and establishing inter-institutional vital working groups with the Ministry of Health, Ministry of Justice and the National Institution of Statistics.

Intra-Hospital Death Registration System (SIS-ROH)

The SIS-ROH project’s overall goal is to improve the coverage and the quality of the national mortality system of Mozambique and to support Mozambique’s national vital statistics.

New National HIS for Monitoring and Evaluation (SIS-MA)

Jembi-MOASIS has the role of managing the international tender for selection of the company developing the new national system for monitoring and evaluation.

Maintenance of current national and evaluation system (Modulo Basico)

The main aim of the Modulo Basico project is to execute any necessary emergency maintenance and corrections from the current review of health information systems in the official application.

MGCAS – Strengthen the M&E capacity of the Ministry of Gender, Children and Social Affairs

Building on its highly successful experience, to date, mainly within the Health sector in Mozambique, Jembi-MOASIS is expanding its support to other sectors, namely to the Ministry of Gender, Children and Social Affairs (MGCAS), in order to build a more robust and reliable national Health Information System (HIS) able to provide quality indicators for Monitoring and Evaluation (M&E) of the health sector in general.

Meals Management Software (SAND)

The Maputo Central Hospital is working with the MOASIS team, at developing a software for the management of nutrition supply chain system for patients at the hospital.

IT infrastructure support to the Mozambican Ministry of Health

The project is a public-private partnership initiative in which the MOASIS team provides ongoing support to the Ministry of Health in all Information Technology infrastructure and maintenance.

Surveillance system for cholera (SIS-CHOLERA)

The SIS-CHOLERA project is aimed at the development and deployment of the rapid response surveillance system for cholera with in Mozambique.

Human Resource systems for Health Information Systems (SI-RH)

SI-RH is a project of the Ministry of Health, which is aimed at supporting the sustainability of the national human resource system.

National standard and dictionary developement

The project is focused on developing data vocabulary, interoperability, communication and health information systems (HIS) procedure standard definition.

Information system for management of medicines and medical supplies (SI-MAM)

A health information system that was developed by John Snow Inc. (JSI) to assist MISAU in the supply-chain management of medicines and medical supplies from central warehouses to hospitals and clinics in Mozambique.

SIS-Resources and Services

A national inventory of services and resources system.

National Hospital Health Information System (SIS-H)

SIS-H is the implementation of a hospital information system or system of hospitalisation data aggregation.

uData Capture Device

The uData Capture Device, is a low cost micro-data capture device which has been designed and developed specifically for data capturing in remote health facilities in Mozambique.

Mobile phone application (mICD-10)

The mICD-10 is an innovative project led by the MOASIS team, which is aimed at developing a mobile phone application for quick consultation in the ICD-10 database.

National Health Repository (Data Warehouse)

The project aims to develop a National Health Repository (Data Warehouse)

Database of NGO Reports

The project provides technical support to the Ministry of Health.

IT support for Provinces

Provide support to the IT infrastructure and maintenance in all the Provinces of Mozambique
