Call for Proposals: To conduct a comprehensive business review for Jembi Health Systems

Introduction

This Scope of Work (SOW) outlines the objectives, deliverables, and expectations for the contractual services to conduct a comprehensive business review for Jembi Health Systems, a South African nonprofit digital health and data science information technology company operating as an international NGO in low and middle-income countries in Africa and Asia. The organization receives donor funding from the United States government and other philanthropies and funders.


Objectives

The primary objectives of the business review are as follows:

  • Assess and optimize core business and management processes to enhance systemic organizational effectiveness and measurement of organizational impact.

  • Identify areas for improvement in strategic planning, operations, financial management, technology infrastructure, data management, stakeholder engagement, and impact measurement.

  • Provide actionable recommendations to strengthen organizational capacity and sustainability.


Scope of Work: 

The contractor will undertake the following activities as part of the business review:

  • Review and analyze strategic planning processes, including alignment with organizational mission, vision, and objectives.

  • Evaluate organizational structure, governance mechanisms, and decision-making processes.

  • Assess operational processes related to product development, project management, service delivery, and capacity-building initiatives.

  • Review financial management practices, including budgeting, fundraising, grant management.

  • Evaluate technology infrastructure, data management practices, and cybersecurity protocols.

  • Assess stakeholder engagement strategies, partnerships, and advocacy efforts.

  • Conduct interviews or focus group discussions with key stakeholders, including staff members, partners, donors, and beneficiaries.

  • Analyze quantitative and qualitative data collected through surveys, document reviews, and organizational assessments.

  • Prepare a comprehensive report summarizing findings, analyses, and actionable recommendations.

  • Work with another consultant-led process within Jembi to develop a five-year strategic plan and harmonize the business review work with this process, where appropriate.

Methodology

The contractor will employ a participatory approach, engaging stakeholders throughout the review process. This will include document reviews, data analysis, stakeholder consultations, and benchmarking against industry best practices. The contractor will ensure ethical considerations and cultural sensitivity in data collection and analysis.


Deliverables 

The contractor will deliver the following key deliverables:

  • Inception Report: Outline the proposed methodology, work plan, and timeline.

  • Draft Business Review Report: Comprehensive report summarizing findings, analyses, and preliminary recommendations.

  • Final Business Review Report: Revised report incorporating feedback from stakeholders and finalized recommendations.

  • Implementation plan to action recommendations and track improvements made by the implementation of recommendations.

  • Presentation: Presentation of findings, recommendations and implementation plan to JEMBI leadership team and key stakeholders Identified by JEMBI.

Timeline

The business review will be conducted over five months, starting from 1 June 2024. The Contractor will adhere to the agreed-upon timeline and deliverables schedule outlined in the project plan.


Roles and Responsibilities

The contractor will be responsible for conducting the business review, analyzing data, and preparing deliverables.

Jembi will provide access to relevant documents, data, and stakeholders and facilitate stakeholder engagement as needed. Jembi will also be responsible for making staff available and organizing any staff meetings and workshops which will take place in Cape Town, Johannesburg or Durban. 


Communication and Reporting

The contractor and Jembi will communicate regularly throughout the project. Progress updates will be provided as agreed upon, and any issues or concerns will be addressed promptly.


Budgeting and Payment Terms

Payment will be made in three instalments upon signoff of deliverables. Any additional expenses incurred by the consultant must be pre-approved by Jembi within the budget ceiling. Jembi will also be responsible for the costs of organizing any staff meetings and workshops which will take place in Cape Town, Johannesburg or Durban if required. 


Terms and Conditions

All deliverables from the business review will be considered Jembi's intellectual property. The consultant will adhere to confidentiality requirements and comply with all relevant laws and regulations.


The company will be required to be registered to receive United States Government (USG) funding and the company UEI number will be required to be active with no exclusions. 



Approval and Sign-Off

This Scope of Work is subject to approval by both parties. This document will serve as the basis for the contractual services upon agreement.

Eligibility Requirements for companies

  • Based in South Africa preferred  

Companies required to submit the following Documents

  • CV including qualifications of relevant staff members

  • Rate Justification Form for each staff member (sent upon request) if using day rates or detail CDC based budget in ZAR

  • Company Registration certificate

  • Tax Clearance Certificate 

  • Introduction to company’s previous relevant work – references/capability statement

Eligibility Requirements for individuals (consultancy):

  • Based in South Africa preferred 

Individuals required to submit the following Documents

  • CV with relevant qualifications

  • Rate justification form 

  • Tax Clearance Certification

  • Bank data of the consultant

  • Proof of address

  • ID or Passport of the consultant

  • Confirmation of any external or competing interests

  • Introduction to consultant’s previous relevant work (references/capability statement)

  • Scope of Work (Narrative one page) in relation to the call for proposals

  • Costing and Timeline (1-2 pages) as per the table below

  4. If you do not hear back from Jembi by 30 April 2024, please assume your application has been unsuccessful.
