Call for proposals: Development of a Strategic Plan for Jembi Health Systems NPC

1. Introduction:

Jembi Health Systems seeks to appoint a consultant to lead the development of a five-year strategic plan. This Scope of Work (SOW) outlines the objectives, deliverables, and expectations. Jembi is a non-profit South African digital health and data science Information Technology company. The organization operates as an international non-governmental organization (NGO) in low and middle-income countries in Africa and Asia, receiving donor funding from the United States government and other philanthropies and funders. Jembi has drafted a two-year strategic plan (2024 - 2025) and wants to review and extend this for a five-year period (2024 - 2028) and package the final product.

2. Objectives:

The primary objectives of the strategic planning process are as follows:

  • Review and update Jembi’s current two-year strategic plan (2024 - 2025).

  • Extend the two-year strategic plan to a five-year period (2024 - 2028).

  • Structure, format and layout the Plan.

  • Update the existing two-year budget and draft a five-year rolling budget forecast.

3. Scope of Work:

The consultant will undertake the following activities as part of the strategic planning process:

  • Initiate a rapid strategic planning process with Jembi’s CEO and Executive Management Team (EMT).

  • Provide expert knowledge of the strategic planning process to guide the direction and deliverables

  • Conduct group discussions with the CEO, EMT, and Board to gather information to fill any gaps in the two-year plan's content and provide additional content for the five-year plan.

  • Provide relevant background information and expert analysis of the strategic plans of similar organisations to Jembi.

  • Review and update Jembi’s existing two-year strategic plan to identify gaps in the content and recommend approaches to fill the gaps.

  • Incorporate and extend the two-year plan to cover a five-year period (2024-2028) based on group discussions with the CEO and EMT

  • Draft a budget for the five-year plan.

  • Harmonize the five-year strategic plan with a business review process being conducted over the same period (June - September 2024)

  • Incorporate feedback from relevant key stakeholders into the strategic plan.

  • Work with Jembi’s creative lead to develop an appropriate format for the final plan.

4. Deliverables:

The consultant will deliver the following key deliverables:

  • Inception Report: Outline of the proposed methodology, work plan, and timeline for the strategic planning process.

  • Draft Strategic Plan: Comprehensive document outlining the organization’s vision, mission, goals, objectives, strategies, and action plans for the next five years.

  • Final Strategic Plan: Revised document incorporating feedback from the organization’s leadership team and key stakeholders in a professional document format.

  • Presentation: Present the final strategic plan to Jembi's leadership team and key stakeholders.

5. Timeline:

The strategic planning process will last three months, from 1 July 2024 to 30 September 2024. The consultant will adhere to the agreed-upon timeline and deliverables schedule outlined in the project plan.

6. Roles and Responsibilities:

The consultant will facilitate the strategic planning process, conduct research, and develop the strategic plan document. Jembi will provide access to relevant documents, data, and stakeholders and participate actively in the strategic planning workshops or meetings.

7. Communication and Reporting:

The consultant and Jembi will communicate regularly throughout the project. Progress updates will be provided as agreed upon, and any issues or concerns will be addressed promptly.

8. Terms and Conditions:

All deliverables from the strategic planning process will be considered Jembi's intellectual property. The consultant will adhere to confidentiality requirements and comply with all relevant laws and regulations.

9. Approval and Sign-off:

This Scope of Work is subject to approval by both parties. Upon agreement, it will serve as the basis for the strategic planning process.

10. Proposal Required Documentation:

  • Introduction to companies precious relevant work (1 page with reference)

  • Scope of Work (Narrative 1 page) in relation to the call for proposals

  • Costing and Timeline (1-2 pages) as below, for each activity:

    • Scope of Work

    • Duration and Due Date

    • Costing

  • CV Including qualifications of the relevant staff members

  • Rate Justification of each staff member (sent upon request)

Eligibility Requirements for companies

  • Based in South Africa preferred  

Companies required to submit the following Documents

  • CV including qualifications of relevant staff members

  • Rate Justification Form for each staff member (sent upon request) if using day rates or detail CDC based budget in ZAR

  • Company Registration certificate

  • Tax Clearance Certificate

  • Introduction to company’s previous relevant work – references/capability statement

  • Based in South Africa preferred

Additional information may be requested from shortlisted organizations. If you do not hear back from Jembi by 30 June 2024, please assume your application has been unsuccessful.
